I suppose a combination of the two ideas would be good - if ther was flash flood i'm reckoning it would make it less likely there was someone to help save the pups because everyone else would probably be trying to avoid the rain x)

Why not just start with an exploratory pup, and have him or her venture where they're not supposed to. Then you can have the other charrie join once that's done.
